Financial Management Adviser

Play a key role in ensuring strong financial oversight, compliance, and value for money in a large-scale. Danida‑funded programme implemented through international NGO consortia in Uganda. Do you have extensive experience in financial management of donor-funded programmes and Danida policies and guidelines, and are you motivated by strengthening financial oversight, compliance, and value-for-money in complex international development settings?
The Embassy of Denmark in Uganda is recruiting a Senior Financial Management Adviser to support the Uganda Refugee Resilience Initiative (URRI), a large-scale Danish-funded programme implemented through two international NGO consortia.

The role Based in Kampala and embedded in the URRI Secretariat, the adviser will play a central advisory and assurance role across two NGO-led consortia. The position combines strategic financial oversight, risk management, and capacity strengthening in close collaboration with consortium partners, the Danish Embassy, and programme stakeholders.

Candidates’ formal and professional qualifications Education and Professional Qualification:

  • Relevant higher education e.g., advanced degree in finance, accounting, economics.
  • Professional accounting qualification (e.g. CPA, ACCA, CA) is an advantage
Experience:

  • Minimum 8 years of experience in financial management, whereof 5 years of progressive experience in financial management of donor-funded development or humanitarian programmes.
  • Strong knowledge of DANIDA policies, financial management guidelines and reporting standards; internal control frameworks; financial monitoring; budgeting, forecasting, and cost analysis.
  • Demonstrated experience working with: NGO consortia and/or sub-granting to local partners.
  • Substantial experience in budget preparation, accounting, financial reporting, audit management, financial risk management, and compliance assurance.
Candidates’ personal qualifications Technical competences:

  • Ability to analyse complex financial data and translate it into clear management advice.
  • Good knowledge of and working experience with relevant computerized accounting systems. Experience from working with Navision and Quickbooks will be a significant advantage.
Soft skill and working style:

  • Strong interpersonal skills, able to work across multiple organisations without line authority.
  • Practical, solution-oriented approach that takes programme realities into consideration backed up with the necessary compliance focus.
  • Experience working in multicultural and politically sensitive environments.
  • Strong ability to work independently and proactively.
Language and Context:

  • Strong communication skills and proficiency in oral and written English.
  • Prior experience of working in developing country or in fragile, conflict-affected, or governance-sensitive contexts is an advantage.
Employment Conditions
  • You will be hired as Senior Financial Management Adviser on a fixed-term contract linked to the programme period, currently running until 31 July 2028. A two-year contract with the possibility of extension is offered.
  • The position is based in Kampala, Uganda, with regular travel to programme areas in northern and western Uganda. Your terms of employment will be in accordance with DANIDA staff rules, including remuneration, pension contribution, health insurance, and housing support.
  • Terms of employment will follow DANIDA staff rules and include an attractive remuneration package, pension contribution, health insurance, and support for housing and schooling.
  • Special conditions of the function: Please note that the status of this position does not fall under Danish diplomacy.
  • Any candidate regardless of their nationality will be obliged to register and may seek exemption from paying taxes in Denmark.
  • Completion of the HEAT (Hostile Environment Awareness Training) course and a positive recommendation from psychological screening are required prerequisites.
